innovation and technical change and contributes to
many policy debates on how to grow the
knowledge society, the Lisbon agenda, and the role
of the government in encouraging innovation.
Topics include the patent system, incentives for
and performance of business R&D, the
contribution of scientific research, and the
valuation of knowledge assets. Recently I have
been studying the U.S. and European patent
systems comparatively; this work helps to inform
policymakers about problems and areas in which
these systems can be improved. Several of my
studies in this area focus on the ICT sector, where
developments in technology and the use of patents
may have been harmful for innovation in some
cases. Other research looks at the market valuation
of firms’ intangible knowledge assets, using R&D
expenditure, patents, and patent citation data as
indicators of the underlying assets. A third line of
research has focused on measuring the returns to
R&D and innovation at the firm level and the
evaluation of technology policies such as R&D
subsidies and tax incentives for firm.
My research has also made substantial
contributions to applied economic research via the
creation of computer software for econometric
estimation and of firm-level datasets for the study
of innovation, including the widely used NBER
dataset for U.S. patents. This dataset is currently
being updated by a group headed by Iain Cockburn,
Boston University, in which I am participating.”
